[TCP]: rare bad TCP checksum with 2.6.19

The patch "Replace CHECKSUM_HW by CHECKSUM_PARTIAL/CHECKSUM_COMPLETE"
changed to unconditional copying of ip_summed field from collapsed
skb. This patch reverts this change.
